world help: The Shalka

The story behind the Shalka is not a happy one.
Shalka, much like their Ryuchi brothers, come from the mating of a human and a dragon.
Much, however, like each human is different from each other, the gene pool that Ryuchi and shalka are chosen from appears to be vastly different, as well.
The exact reason as to why Shalka and Ryuchi were not born the exact same either has been lost, or was never documented, exactly.
Scientists have theorised why for many years even going so far as to say that Shalka were an accident, a science experiment gone wrong.
What can't be denied though, is that the Shalka are of Human and Dragon descent, but other than that, have very little in common with the Ryuchi.
It is not, scientists know, possible to change a Ryuchi into a Shalka, or vice versa, they are, for all purposes, a different race.
The Shalka have been around for roughly the same time as the Ryuchi.
In 2270, after a shalka was found to be trespassing on Navu soil, the dragons declared the Ryuchi, and their Shalka brothers, outlaws.
This, perhaps, is where the rip truly begins.
The two races split away from each other, the Shalka running and hiding, the Ryuchi being sheltered by the Humans.
All was not quiet on the western front, so to speak, however.
In 2310, a minor attack force of Shalka entered what is familiarly known in modern day as the Scortched fields. starting a war that would span over 200 years or more and become the stuff of legends.
The Shalka were not stupid, however, and managed to blame it on their Ryuchi brothers, proving above all that they did not care for them.
the following 50 years are a mass of scurmishes and retreats in which the Dragons and Shalka had small dog fights, but not an all out war.
It is not until 2350 that the Shalka take an official stance, causing the Alliance to have to band together in order to repel their biggest attack to date.
In 2380, many months of political maneuvering came to a sudden, and rather devastating head, as the Ryuchi race, half backed by the Shalka, went into civil war.
The shalka, and one half of the Ryuchi's, believed that they were mistreated by the Dragons. While most of the rebel Ryuchi were destroyed, the Shalka were definitely not, and were forced to retreat.
It was thought, for a while, the Shalka had died out.
There had been little sighting of the race, and even the claimed sightings turned out to be nothing.
It was not until recently that the Shalka began to make themselves known, with several pointed, and devastating attacks on prominant leaders, or close family members of the leaders, including the Dragon Queen, The chief Generals mother, and more.
IT seemed like the Shalka were everywhere, until in a shocking turn, a Dwarf Planet appeared in Goscro Krah's sector, the sector of the Ryuchi homeworld.
An epic battle commenced, in which Chief General Maryanne, along with a lot of support from both the SDL and the civilian core, managed to force the Shalka back, ending in them signing a non-agression pact.
This pact came about as the Shalka wanted, 1, to protect their children, and 2, for the planet to not be destroyed.
In trade, they gave up the location of their own homeworld, allowed cannons to be set up around it, and promised not to attack again.
An alliance, or surrender, has not yet been agreed with the race, but the threat, the alliance thinks, has been nutralised.
The main physical differences between Ryuchi and Shalka are thus:
Shalka are slightly shorter,
Shalka can breathe fire,
Shalka's teeth are not as sharp,
Shalka do not have colored Scales,
It's limbs are a little thinner than the Ryuchi, causing them to be slightly more bent.
