moon help: bubbles

Bubbles, or bubbling, is the affectionate way that we refer to a moon that is either:
1. New. When a moon is colonized, it is in a bubble for 14 days.
2. Recently massacred. By massacred, we mean all buildings destroyed, and all citizens killed. In this event the moon is bubbled, to allow its owner to rebuild.
bubbles last for 14 days.
In this time no one can land on your moon other than the owner.
In this time, you can not attack, nor can anyone attack you.
