factory help: access tube

usage: for allowing people to dock and undock at your factory.
Commands:
transport : transport a ship to either the hangar or dry docks
setup: set up a custom hello and welcome to my factory message.
customise: Set a custom message to be displayed when ships are docked to access tubes and being viewed from the access tube.
shedit: moves one of your custom ships to a ship dock, if one is available.
